All Garages will be opened and operated as indicated with the exception of holidays observed by the City. The City, on a case-by-case basis, will consider extended hours as the need arises.

First 90 minutes free with validation by the Central Library, first floor retail, restaurants, and cultural institutions can participate in the validation program to be used only for patrons in parking garages.

Garages 1, 2, & 3 will provide Free parking upon entry after 5 p.m.

Night and weekend rates are $5.00 in the Garages on Thursday, Friday and Saturday evenings from 9 p.m. to 3 a.m.

Monthly permits are valid during the hours of 5 a.m. to 6 p.m. After hours, those parking spaces may be used for other purposes throughout the Garages and Parking Lots.

Lot 37 will be changed to a 3 hour limit from the day before Thanksgiving through January 5th.

Parking rates may be adjusted annually by either an increase or decrease depending on market conditions and occupancy demands. This increase or decrease will not exceed 25%.

When a special event is scheduled that is anticipated to increase traffic and parking demands outside of the normal hours of operation the special event fee will be a flat, prepaid $5.00 fee.

The parking rate of the Mission Inn Festival of Lights events on Friday, Saturday and Sunday nights will be a $10.00 fee. There is a limited number of spaces available at a prepaid discounted rate of $5.00 if paid online though the ParkMobile cell phone app.

A discounted validation program is available to downtown businesses for garage parking. Downtown businesses may purchase validation books at a 50% discount from market parking rates, as follows:

Book of 50, ½ Hour stickers for $25.00 (Value $50.00)
Book of 50, 1 Hour stickers for $50.00 (Value $100.00)

It will be at the discretion of each participating business as to when they make the validation available for customers; i.e. with a minimum purchase, etc.

The Token Program enables business oweners to purchase tokens at a 50% discount in order to offer more flexible parking options to their customers. The program is ideal for businesses not located near a parking garage or which have customers who prefer street parking. Tokens have no cash value and are not sold to customers nor used by business owners and employees.

The maximum number of tokens that can be purchased at a discount is 200 each month. The tokens are sold in quantities of 100 for $50.00.

Part-time employees making $15.00 per hour or less and working in an establishment located within the area bounded by Third Street, Fourteenth Street, Mulberry Street and Brockton Avenue may be eligible to purchase a Discounted Employee Permit for $25.00 per month. The permits are valid from 5 a.m. to 5 p.m.

Employees will be required to submit current pay stub and ID for wage verification.

Residents who require street parking and live within the boundaries of the on street metered zone will be eligible to apply for a Residential Parking Permit (RPP) for vehicles registered with the Department of Motor Vehicles in the RPP Zone.

The boundaries for the RPP Zone are 10th Street, Fifth Street, Brockton Avenue and Lime Street. The parking meters are enforced from 9 a.m. to 5 p.m.

The cost of the RPP is $35.00 per month.
